Basic Function: Under general direction, formulates and defines scope and objectives based on user defined needs. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Prepares detailed specifications from which programs will be written. Analyzes and revises existing system logic difficulties and documentation as necessary. Fully utilizes project management tools including estimating work efforts in advance of projects, prioritization of project efforts, planning, developing, implementing and post implementation reviews. Also has duties instructing, directing, and checking the work of other application and systems analysis personnel. Responsible for quality assurance review. Acts as project leader for medium to large scale projects to support business processes of departments impacted.
Requirements for this position include:
1. Bachelor's degree in computer science or other related field is required; master's degree preferred. Four or more years equivalent applied knowledge in an information systems environment, particularly in specific areas such as business, finance, customer support or clinical operations may be considered in lieu of educational requirements.
2. Five or more years experience in Information Technology areas including project management, advanced support management, systems analysis, programming or other similar experience required. Relevant system experience in financial systems is required.
3. Demonstrated ability to manage medium to large scale system projects.
4. Ability to research and analyze system requirements, develops alternatives, and implements solutions. Demonstrated understanding of computer systems including hardware, operating systems, programming languages, and data communications.
5. Demonstrated knowledge and experience in the support of application systems.
6. Demonstrated skills in basic programming tools preferred.
7. Demonstrated effective verbal and written communication skills.
8. Broad understanding of clinical and/or business operations.
