Basic Function: Plan, develop, manage and coordinate the processes of financial management, personnel development, quality improvement, systems maintenance, and all project management activities associated with the systems supported by the IT Clinical Systems Department under the direction of the Manager of Clinical Systems. Develop and provide management with project management tools and methods, measurable metrics, and all status reporting on projects and staff activities. Establish formal business process owner and super user scheduled meetings and status reporting, and develop guidelines and initiative for adherence to the committee underlying principles. Develop monitoring of change requests looking for developing trends, staff productivity and customer satisfaction results. Consistently be able to not only manage others activities but also be project manager as necessary due to workload issues, resource constraints, etc. Coordinate all security and monitoring activities on systems responsible for as well as coordinating deliverables for annual external audits.
Requirements for this position include:
1. Bachelor degree required with an emphasis in management, computer science, or health systems management and business administration, masters degree preferred. Four or more year's equivalent applied knowledge in an information systems environment, particularly in specific areas such as business, finance, customer support or clinical operations with emphasis on management of resources and technology may be considered in lieu of educational requirements.
2. Seven or more years experience in Information Technology areas including project management, advanced support management, systems analysis, programming or other similar experience required. Relevant system experience in financial systems is required
3. In depth knowledge of technical infrastructures, operating systems, business processes and support structures for applications used providing back office operations; data analysis and data aggregation tools and techniques, and data warehousing strategies required.
4. Knowledge of and experience with concepts and principles as required for designated systems preferred: The implementation and support of clinical applications systems in a large health care system including teaching and community hospitals and physician clinics, general accounting principals, hospital and other billing and coding systems providing such features, budgeting and forecasting experience, strategic and operational planning experience, project time and effort estimation experience, thorough documentation skills, programming concepts and techniques.
5. Minimum ten years experience in a sophisticated multiple vendor information systems environment with large scale manual or automated system conversion. Projects with multi vendor environment required.
6. Requires five years experience with complex computer system projects in a leadership role with knowledge of all aspects of a successful conversion. Expertise demonstrated in systems analysis and implementation, project management and team building supervision direction.
7. Demonstrated ability to communicate effectively with all levels of management and staff in and outside of IT is essential as well as a demonstrated experience in dealing with managing proper escalation of critical service calls with vendor support to ensure timely and appropriate resolution to system issues.
8. Demonstrated skills in developing and maintaining good interpersonal relationships, leadership, organization and team building.
9. Demonstrated dedication to a positive attitude, strong work ethic and customer service support and commitment to achieve Memorial's strategic goals is essential.
10. Demonstrated ability to develop new and innovative measure to achieve results and inspire others to do the same is essential. Personal accountability for results of not only yourself and your team but also of all of IT is essential.
11. Leadership skills and strong proactive initiatives toward continuous process improvements.
12. Strategic tendencies with ability to delineate between strategic, tactical and operational deliverables.
13. Possesses a knowledge base of current technological trends and developments in information systems industry specifically and healthcare industry in general (preferred).
